The League of Nations did not do much when China attacked Japan in Manchuria (allegedly trying to blow up a railway), or when Ethiopia attacked Italy in some oasis that nobody has ever heard of... only when Russia fired artillery over some bend in the border with Finland, onto their own territory (and attacked with half a million men that 'just happened to be there') did they take any sharper action: expelled Russia

Well, the last action they ever took
- the UN has not tried anything alike, and
... barbarism prevails, though we like to celebrate the long peace
Ever-lasting truths: Multi-year budgets/ planning by necessity have to address the painful questions; more often than not the Either-Or prevails over Both-And.
