The Strategy sets indicators, aimed at measuring Member States' progress towards industrial readiness. Member States are invited to:

Procure at least 40% of defence equipment in a collaborative manner by 2030;
Ensure that, by 2030, the value of intra-EU defence trade represents at least 35% of the value of the EU defence market;
Make steady progress towards procuring at least 50% of their defence procurement budget within the EU by 2030 and 60% by 2035.
Of note the strategy sets indicators rather than targets and it's an invitation to act rather than an obligation or commitment .

The announcement comes as a blow to the bloc’s will to boost its ‘strategic autonomy’ and avoid dependence on third partners in strategic matters—such as space—and adds to the pressure on the European manufacturers of Ariane 6 to provide a more ‘sovereign’ solution to a long-term challenge.

A critical take on the EU's Operation ASPIDES in the Red Sea, which certainly can't be written off as coming from a London based think tank, nor from Atlanticists, nor as slagging off but rather an interview with a former French admiral who compares the purely defensive nature of the EU's operation unfavourably with that of the US led campaign.
